Extending a season, for example, means connecting transport access with business opening periods and reasons to visit.
Defining the problem before choosing a solution
A discussion gains direction when participants agree on the need they are examining. They need to know who can make decisions, what evidence is available and what still needs investigation. This connects the choice of an activity to its intended outcome.
